The telephone number was busy.

This problem occurs when the modem is attempting to dial the configured number. It is usually not the case that the telephone number is busy, rather there is a problem with the dial string being sent to the modem. Verify the string that was sent to the modem. It appears in the Test Telephone Number window under the Test Status in the line "Attempting to dial telephone number:". The string should start with ATDT or ATDP depending on whether the telephone line has tone or pulse dialing. Then, any configured dial prefix should appear, followed by the telephone number.

An example of the dial string being sent to the modem is, ATDT91,518-320-1005.
